To put it simply, one could say that the letter V is pronounced like W if the words come from another language and have been germanized. The V is spoken like F if the V is at the beginning of a word or a syllable and the next letter is either a vowel (Vogel) or the letters l or r (Vlies, Vroni). However, there are also overlaps of these rules in the german language, which complicate the correct pronunciation of v, especially for those who learn german as a foreign language. It may also not always be clear when it is a german word, when it is a germanized foreign word. So in everyday language life you cannot always follow these criteria and therefore the pronunciation of certain words ultimately has to be learned by heart. While the written words look very similar, only with an “ss” where English has “t”, German and English transcribe spoken sounds a bit different.
More seriously, English (especially most American accents) sound very “nasal” to us, as if the speaker was pinching his or her nose. The lack of the R sound (as in French, Spanish, Italian, Russian, German…) in your language also gives it a very special and hard to describe character (EDIT: probably connected to the “potato trick” above, since pronouncing a true French R in such a situation is close to impossible unless you want to burn yourself and spit bits of potato everywhere 🙂 ) Portuguese sounds very low pitched to us, and my Brazilian boss told me that she found french very high pitched (which stands to reason 🙂 )
This language had an aspirated /pʰ/, but most speakers cannot produce it. It only occurs in Sanskrit loanwords, and both [pʰ]and [f] are spelled with the same letter. The Wikipedia article goes on to say that most recent borrowings from Indo-European languages have [f]. My suspicion is that they are both allophones. When we, french speaking people, want to help people of our kind improve their English accent, we advise them to speak as if they had a very hot potato into their mouth. Certainly not very effective, but there is some truth to it, at least to our ears.
